📌The NEURC postponed the issue of setting the transmission tariff for 2023

Today, at the open meeting, the NEURC postponed consideration of tariff issues at the request of "Ukrenergo" because of the need to recalculate the tariff in such a way that it includes payments on IFIs loans.

During the meeting, Volodymyr Kudrytskyi noted: "We ask to include in the tariff of 2023 the amount necessary for the payment of the body for IFIs loans." A letter from the Ministry of Finance of Ukraine was provided as an accompanying document.

Just to remind you, at the meeting, it was planned to approve:

  • transmission tariff at the level of UAH 449.72/MWh (excluding VAT);
  • the transmission tariff for "green" metallurgy enterprises for 2023 will be UAH 213.50/MWh (set for the first time);
  • the tariff for dispatching is proposed to be set at the level of UAH 134.11/MWh.

⚡️Annual Implementation Report 2022: Energy reforms advance despite the war

On 15 December, the Energy Community Secretariat published its Annual Implementation Report which tracks the Contracting Parties’ progress in implementing the Energy Community acquis.

The utmost priority for Ukraine remains the implementation of a functional market-based support scheme and financial stabilization of the guaranteed buyer. Following the settlement of the dispute in 2021, any further retroactive changes in existing support schemes should be avoided. The Government should provide support to help producers restoring damaged electricity equipment. Ukraine should as soon as possible designate an issuing body for guarantees of origin, sign a direct agreement with the service provider and start using the national electronic registry developed during the regional project.

📨 RES associations appealed to the President of Ukraine regarding the completion of WPPs

On December 7, 2022, EUEA, UWEA and UARE appealed to the President of Ukraine and the Chairman of the Verkhovna Rada of Ukraine with a request to take urgent measures to review the draft Law №8191.

If the draft Law №8191 isn't adopted by December 31, 2022, the implementation of the mentioned projects will be impossible, which will not only lead to the loss of investments but will also make it impossible to create additional volumes of clean and competitive electricity that does not depend on imported fossil fuels.

👉🏻On the extension of the terms of postponements from the draft

On December 02, 2022, the Cabinet of Ministers of Ukraine adopted a resolution establishing that the terms of postponements from being drafted into military service during mobilization, which have not expired on the day of entry into force of this resolution, are automatically extended for two months. It should be noted that the changes are primarily related to the need to ensure the uninterrupted operation of enterprises that are critical for the functioning of the economy of state institutions, local self-government bodies, etc.

Instead, the previous edition extended the postponement of mobilization for one month.
