International scientific cooperations

Youth in Greater Eurasia: potential, risks, security, cooperation

From September 12 to 16, Kyrgyzstan hosted the International Analytical Congress "Youth in Greater Eurasia: Potential, Risks, security, cooperation", which was attended by scientists from the School of Public Administration and Entrepreneurship of the Ural Federal University.

The Congress was organized by the Eurasian Information and Analytical Consortium and the Kyrgyz-Russian Slavic University named after B. Yeltsin. The Congress presented the results of the research of the youth of the Eurasian countries.

Maria Pevnaya, dr. of social sciences, presented the report "Student volunteering in the socio-cultural development of cities in post-communist countries: characteristics and successful projects (based on comparative research in Russia, Armenia, Poland and Romania)."

Anna Bagirova, dr. of economics, spoke about Russia's demographic policy, conducting a comparative analysis of demographic trends in the EAEU countries.

Graduate student Yan Doudou made a report on the topic "Parental labor as a potential mechanism for implementing demographic policy: the view of the former " left behind children " of China." Anna Bagirova together with Professor Viktor Savin (Bishkek State University) moderated the section of the Congress "Migration processes in Greater Eurasia".

RELIK 2022: Reproduction of Human Capital - mutual links and connections

On November 10-11, 2022, the fifteenth annual International Scientific conference RELIK 2022 dedicated to the reproduction of human capital was held at the Prague University of Economics and Business. Scientists – demographers, sociologists and economists of the School of Public Administration and Entrepreneurship UrFU – have been participating in this conference since 2015.

Professor Oksana Shubat presented a report on the topic "Subjective factors in corporate demographic policy". Associate Professor Irina Shmarova, in collaboration with Professor Anna Bagirova, presented the report "Development of children's human capital through non-profit organizations: assessments and opportunities". Assistant Natalia Blednova presented the report "Organization of parental labor during parental leave: gender aspect" (with the support of the Russian Science Foundation, project №22-28-01847, https://rscf.ru/project/22-28-01847/). Graduate student Yan Doudou presented the report "Former Chinese " left behind children" as current participants in parental labor: opinions on satisfaction with parental labor."

The International Forum-exhibition of social technologies "SOCIO" was held in Yekaterinburg

On November 16-17, the international forum-exhibition of social technologies "SOCIO" was held in Yekaterinburg-Expo. The event brought together representatives of non-profit organizations, business, government, and the scientific community to discuss social policy issues and strengthen the platform for cooperation between science, the state and non-profit organizations. Within the framework of the sections, a variety of issues were touched upon – addressing poverty, creating an inclusive environment, media and esports, which make up a wide range of social policy implementation.

Scientists of the School of Public Administration and Entrepreneurship UrFU took part in this forum-exhibition both at the invitation of federal executive authorities, for which the School's scientists carried out research, and at the invitation of non-profit organizations that are partners of our University. The Forum has become a platform for presenting the results of scientific research conducted by School scientists in order to improve the policies of the Sverdlovsk Region in the educational, youth, demographic, and digital development spheres.

Head of the School Alexey Klyuev made a report, during which he presented the results of a study of the problems connected to optimization of digitalization of socially significant state and municipal services of the Sverdlovsk region. The study was commissioned by the Ministry of Digital Development of the Sverdlovsk region. It examined the issues with obtaining public services in electronic form, the popularity of such a format and the factors constraining its spread.

Professor Anna Bagirova together with Lyudmila Zolotnitskaya from the non-profit organization "Ural women forum” presented the report "Corporate demographic policy as a new trend of investment in the social sphere".

Associate Professor Anna Tarasova, students of the “Public Policy and Management” program and Deputy Minister of Education and Youth Policy of the Sverdlovsk Region Evgeny Biryuk presented the report "Organization of independent external evaluation of projects of socially oriented non-profit organizations supported by the Ministry of Education and Youth Policy of the Sverdlovsk Region".

Associate Professor Dmitry Sivovolov acted as a moderator and speaker at the section "Social adaptation through esports".

Cooperation in social policy research is sealed by an agreement with the Ministry of Social Policy of the Sverdlovsk Region

On November 16, Rector of the Ural Federal University Viktor Koksharov and Minister of Social Policy of the Sverdlovsk Region Andrey Zlokazov signed a cooperation agreement.

The document stipulates cooperation in research and development in various areas of social policy implementation, including in the field of social protection of the population, social services for citizens, guardianship in the Sverdlovsk region.

Ural Federal University and the Ministry of Social Policy of the Sverdlovsk Region have a long-standing partnership. For example, scientists and staff of the School of Public Administration and Entrepreneurship UrFU participate in the activities of the expert council "Science" under the Ministry of Social Policy of the Sverdlovsk region

The Minister of Social Policy of the Sverdlovsk Region visited the School of Public Administration and Entrepreneurship UrFU

On December 2, staff and scientists of the School of Public Administration and Entrepreneurship UrFU met with the Minister of Social Policy of the Sverdlovsk Region Andrey Zlokazov and his deputy Alexey Sabitov. The School was attended by: Director Alexey Klyuev, Deputy directors Anna Bagirova and Sergey Kulpin, as well as scientists Svetlana Panikarova, Maria Pevnaya and Galina Savchuk. The meeting discussed current cooperation between the University and the Ministry and outlined new prospects for joint work in several projects related to research and development for the implementation of social policy in the Sverdlovsk region.

The School's scientists shared their research in the field of demography and child poverty. Minister Andrey Zlokazov proposed to work together to solve these problems within the framework of the previously signed Cooperation Agreement between the University and the Ministry.

Meeting with partners and summing up the results of the year

On December 15, a practice-oriented seminar “University and Non-Profit Sector: Interaction and Partnership” was held at the School of Public Administration and Entrepreneurship with the support of the Higher School of Economics. Seminar was attended by representatives of non-profit organizations, regional and local authorities, and School management. This event was organized to summarize the results of the year, as well as to exchange ideas for cooperation in the upcoming 2023.

The meeting was opened by Anna Bagirova, Deputy Director for Science and Innovation in School of Public Administration and Entrepreneurship. She told the seminar participants about the interaction of NGOs and the university, noting the large geography of cooperation and its value for all parties. The topic of project-based learning as an effective educational tool for solving important tasks was once again touched upon.

Social policy studies

Scientists of the School of Public Administration and Entrepreneurship received 5 new grants from the Russian Science Foundation

In early December, the results of the competition of the Russian Science Foundation (RNF) "Conduction of fundamental scientific research and exploratory scientific research by small individual scientific groups" became known. The Board of the Foundation selected 2017 projects. 35 projects were supported from Ural Federal University, 87 applications were submitted from UrFU in total. According to the results of the selection, the School of Public Administration and Entrepreneurship UrFU won 5 grants. Grants have been allocated for the implementation of scientific research in 2023-2024. The main objective of this competition is the development of new topics for research teams.

Scientists of the School of Public Administration and Entrepreneurship presented their research on demography

On December 2-3, 2022, the IV All-Russian Demographic Forum with international participation was held in Moscow. The event was organized by the Institute of Demographic Research of the National Research Center of the Russian Academy of Sciences, with which Ural Federal University actively cooperates in both scientific and educational spheres.

The Forum brought together scientists, politicians and representatives of civil society to discuss the priority national interests of the country related to the preservation of the people of Russia and the development of human potential. Within the framework of the event, issues of increasing the birth rate in the country, increasing motivation of the younger generation to have many children, and the regulation of migration processes were discussed.

The Forum was actively attended by scientists of the School of Public Administration and Entrepreneurship – Professors Anna Bagirova, Oksana Shubat, Galina Talalaeva, Associate Professor Irina Shmarova, assistants Natalia Blednova and Alexander Neshataev. New educational results for well-being and success

On October 26-28, 2022, the XIII International Russian Conference of Higher Education Researchers "New Educational Results for Well-being and Success" was held at the Moscow Higher School of Economics. A number of researchers from the School of Public Administration and Entrepreneurship UrFU took part in the sections of this conference.

First Vice-Rector for Economics and Strategic Development Daniil Sandler took part in the panel discussion "New educational results in individualized education". At the traditional seminar on university management, the director of School of Public Administration and Entrepreneurship Alexey Klyuev acted as a moderator.

Parents as stakeholders of the higher education system

On October 12, 2022, a round table on the topic "Parents as stakeholders of the higher education system: research and practice" was held at the UrFU School of Public Administration and Entrepreneurship.

The event was organized jointly with the Sverdlovsk Regional branch of the National Parent Association. Alexey Gusev, Executive Secretary of the Coordinating Council of the National Parent Association, Member of the Board of the Ministry of Education of the Russian Federation, took part in it. The Ministry of Education and Youth Policy of the Sverdlovsk Region was represented by Albert Shavaliev, Head of the Department of Higher Education and Development of Teaching Staff.

The round table was a continuation and development of a major research project at our university dedicated to the impact of university stakeholders on the quality of education (the project manager is the first Vice–rector of UrFU Daniil Sandler). Anna Bagirova, Deputy Director of the School of Public Administration and Entrepreneurship presented a research program consisting of several already conducted and planned sociological studies.

Our new research

Designing parental leaves in Russia: current state and estimation of transformation prospects (with support of Russian Science Foundation

In 2022, the research team conducted a theoretical analysis of the parental leave category and its regulation policy; designed a conceptual research model; pioneered a two-step approach to studying the design of the parental leave system; developed a methodology for the comparative cross-country analysis of the regulatory level in the parental leave design and established a database for doing a descriptive, correlation, and cluster analysis of policies’ parameters; proposed a sociological methodology for studying the family organisation of parental leave in Russia; surveyed mothers and fathers, whose families were eligible for parental leave at the moment of the study (the sample equalled to 1000 people with all federal districts having been present proportionally).

Development of technologies of preventive work to prevent socio-psychological problems among elderly Russian citizens as one of the directions of improving public administration

Within the framework of the project, the expediency of developing technologies for preventive work to prevent socio-psychological problems in elderly Russian citizens is substantiated. The project participants proposed technologies for profiling and organizing preventive work, taking into account the conditions for their implementation by different types of organizations (state and non-profit, as well as territorial departments of social policy of the Ministry of Social Policy of the Sverdlovsk Region). The proposals are based on a scientific study with the results of a survey conducted among elderly citizens.

Business Russian language as a tool for increasing the entrepreneurial initiative of the youth of Central Asian countries: updating interstate contacts

Within the framework of the public administration issues, the promotion of the Russian language in Central Asian countries is a political and socio–cultural project that must be managed competently. To do this, we need to use the coordination and interaction of government and civil society, understand the state of the political situation in a particular country, resort to marketing and project approaches, to know the characteristics of the target audience (youth) and its needs. Russian foreign policy aims to strengthen Russia's role in the global humanitarian space, to spread and strengthen the position of the Russian language in the world, to popularize the achievements of national culture. The project solves the task of planning (in cooperation with NGOs) the promotion of the Russian language as a literary language, as the language of "festive" Russian culture, the language of humor.
