Senate Passes Democrats’ Climate, Healthcare and Tax Bill

  • The Senate passed a bill pouring over $370 billion into climate and energy programs aimed at helping the United States cut greenhouse gas emissions by 31% to 44% below 2005 levels by the end of the decade, compared with 24% to 35% under current policy.
  • The bill’s tax incentives aim to channel billions of dollars to wind, solar, and battery developments by allowing consumers to receive subsidies for certain energy-efficient products, as well as an extension of a $7,500 tax credit to buy electric vehicles.
  • The package is expected to largely be financed by tax increases, including a new 1% tax on company stock buybacks and a 15% corporate minimum tax for wealthy companies, and is estimated to reduce the nation’s deficit by as much as $300 billion over a decade.

EV Battery Plant Projects Get US Energy Dept. Financial Boost

  • Seeking to stimulate domestic electric vehicle production, the U.S. Department of Energy (DOE) is providing hundreds of millions in new loans for U.S. advanced battery component manufacturing plants now being built.
  • The DOE announced in July a $2.5 billion conditional loan to a General Motors joint venture with South Korea's LG Solutions that now has three large battery cell plants under construction.
  • Each plant is about 2.8 million square feet in size and costs approximately $2.3 billion to $2.6 billion to construct.
  • The Lordstown (OH) plant will begin battery production later this month, while the two remaining two plants -- located in Spring Hill (TN) and Lansing (MI) -- are expected to be completed and begin production in 2023 and 2024, respectively.

WSP Global Inc. (WSP), a Canada-based engineering consulting firm providing strategic advisory, engineering, and design services to clients in the transportation, infrastructure, environment, building, power, energy, water, mining, and resources sectors, has acquired RPS Group plc (RPS), a United Kingdom-based professional services firm that defines, designs, and manages projects across property, energy, transport, defense, and government services, water, and resources sectors. The acquisition of RPS will enable WSP to enhance its service capabilities, particularly for the Company’s growing renewable energy clientele, and expand its scale to support energy transition globally. WSP will acquire the entire issued and to be issued share capital of RPS for £2.06 ($2.50) per share for a total enterprise value of £625 million, or $975 million. Alexandre L’Heureux, President and CEO of WSP, commented, “RPS is a perfect fit as it adds depth to WSP’s current platform and is highly complementary, in terms of geographies and sectors, to WSP’s recently announced agreement to acquire the Environmental and Infrastructure business of the John Wood Group plc.”

    Bentley Acceleration Initiatives, the strategic investment fund and incubator initiative of Bentley Systems, Inc. (Bentley), a Pennsylvania-based infrastructure engineering software company, has announced the acquisition of eagle.io Pty Ltd (eagle.io), an Australia-based environmental Internet of Things (IoT) platform. The acquisition of eagle.io will help Bentley augment its infrastructure IoT offerings, expand its footprint in Australia, New Zealand, and the Asia Pacific region, and add to its capabilities of providing evergreen infrastructure digital twins globally. eagle.io will also complement Bentley’s previous acquisitions in the IoT space to create a more holistic infrastructure IoT offering and accelerate the creation of vertical monitoring apps for targeted asset types to enable systems integrators and consultants to build meaningful, profitable practices around IoT.

      SAM Companies, LCC (SAM), a Texas-based provider of professional geospatial and inspection solutions to customers across the utility, transportation, and broader infrastructure industries, has acquired Linewise Aerial Solutions, Inc. (Linewise), a Canada-based aerial inspection and mapping firm serving clients across the utilities sector. SAM’s acquisition of Linewise advances its strategic growth plan, expanding the Company’s geographic footprint, aerial mapping and inspection capabilities, and specialized service to the utilities sector. Leveraging the firm’s combined image archive of electric transmission and distribution (“T&D”) components and anomalies, SAM will also be able to accelerate its artificial intelligence and machine learning model development, enabling the Company to provide enhanced predictive analytics for its customers.
