Oil Rain Reported in Four Regions, from the Black Sea to the UralsIn the spring and summer of 2026, several Russian regions experienced oil rain, which environmental experts describe as a localized disaster with long-term consequences. When drones strike oil storage tanks or distillation columns, massive fires break out. Large quantities of partially burned fuel and heavy petroleum fractions are carried high into the atmosphere by intense thermal currents. There, they mix with rain clouds before falling back to the ground as sticky, toxic precipitation. The mechanics of this process have proven remarkably similar across vastly different climate zones—from the Black Sea coast to the industrial Urals. The first documented case occurred in Tuapse on April 16. After Ukrainian drones struck the local port and oil refinery, the city was covered with an oily residue. Residents described “black droplets” falling from the sky. While a 10,000-square-meter oil slick spread across the sea, schools and kindergartens continued operating as usual. Children returned from outdoor activities with black stains on their clothes and faces. The regional emergency headquarters reluctantly acknowledged the presence of “combustion byproducts” and reported a two- to threefold increase in airborne concentrations of benzene and soot. At the same time, the federal consumer protection agency, Rospotrebnadzor, insisted that no excessive levels of hazardous substances had been detected. Two weeks later, in late April, the same scenario unfolded in the Urals. A two-day drone attack on the Orsknefteorgsintez refinery and a Transneft hub facility in Perm left residents scrubbing black residue from their windowsills, cars, and even their hands. The authorities’ response was predictable: Rospotrebnadzor once again remained silent about the contamination, while Perm Mayor Eduard Sosnin, in his May Day address, simply urged residents to “endure all hardships.” In May, oil rain reached central Russia. After one of the country’s largest oil refineries in Ryazan was struck, Governor Pavel Malkov took an unusually drastic step by Russian standards: he ordered schools in the affected area to close and declared a state of emergency that remains in force to this day. Against that backdrop, statements by the local branch of Rospotrebnadzor claiming that “the air is clean” appeared especially absurd. Finally, in mid-June, a fuel oil plume covered the Yaroslavl Region, particularly the Zavolzhsky district of Rybinsk and a few neighboring areas. An oil residue covered the Volgotnya River, flowing into the Rybinsk Reservoir, which serves as a water source for vast territories. Yet again, the authorities began by denying the issue completely before being forced to admit that traces of oil had been found in the water. Oil rain is an extremely rare phenomenon, though it has been observed before. Similar events occurred in Iran and Kuwait during the 1991 Gulf War, when Saddam Hussein’s forces set fire to oil wells, and another incident was recorded in South Africa in 2004. The mere fact that Russia has experienced four such episodes in 2026 brings environmental risks to a completely new level. Oil Rain May Increase Cancer RatesThe main danger of oil rain is that its effects are not immediately apparent. It isn’t the kind of acute poisoning that makes you drop dead on the spot, though wild birds and domestic animals whose fur gets covered in fuel oil die rather rapidly. For humans, however, it is a ticking time bomb. During such rains, the air is filled with benzene and sulfur oxides. These volatile hydrocarbons readily enter the human body through the lungs, skin, and mucous membranes. Benzene is a powerful carcinogen officially recognized by the World Health Organization. It affects the hematopoietic system, the nervous system, the kidneys, and the liver. Studies by U.S. health agencies have shown that prolonged exposure to components of crude oil can lead to leukemia, immunosuppression, and severe reproductive disorders, including fetal abnormalities. “Local residents may face various forms of cancer, though they won’t manifest themselves immediately—it will take years,” said Vladimir Slivyak, the co-chair of the environmental organization Ecodefense!. Residents of the affected Yaroslavl, Ryazan, and Perm regions who continue eating fruit, berries, and vegetables from their own gardens are especially at risk. It is impossible to wash off the oily residue with regular water. Toxins seep deep into the soil and are absorbed by plants’ root systems. Residents’ attempts to protect their crops by covering them with polyethylene film are largely ineffective; moreover, they lead to people spending more time outdoors, inhaling toxic fumes. Why Don’t the Russian Authorities Acknowledge Oil Rain?Acknowledging the scale of the environmental disaster would mean admitting the vulnerability of critical infrastructure deep inside the country and the limitations of Russia’s air defense system. Regional administrations are terrified of spoiling the reassuring reports they send to Moscow. State experts such as chemist Andrey Dorokhov describe benzene concentrations exceeding permissible levels by a factor of two to four as “insignificant.” Meanwhile, the academic community can only shrug, as no comprehensive soil or water analyses have been conducted and reliable data are simply unavailable in the public domain. |
