Aisanat Safarbek kyzy
Partner

Aisanat is a highly experienced legal advisor specializing in corporate transactions, tax regulation, customs regulations, and public policy. She advises international and local corporations, financial institutions, and investors on complex cross-border matters, with a focus on M&A, corporate structuring, governance, and financial restructuring.

Aisanat also advises on infrastructure and energy projects, with particular emphasis on renewable energy investments. Her work includes advising on corporate structuring, permitting, regulatory risk, land use, and government relations — especially within public-privatepartnership models and foreign investment regimes.

Prior to joining GRATA, Aisanat held a senior role at the Business Ombudsman Institute, where she led key initiatives in regulatory reform and government engagement. Her work contributed to systemic improvements in legal and administrative processes, investor protection, and institutional transparency.

Nurlan Kyshtobaev
Partner

Nurlan Kyshtobaev is a Partner with a strong track record in the legal services industry, advising international and domestic clients on complex cross-border transactions and regulatory matters. Skilled in banking and finance, mining, capital markets, and M&A, Nurlan provides comprehensive legal support across Kyrgyzstan and Tajikistan, with deep insight into local regulatory frameworks and regional business practices. He regularly advises clients across different sectors (renewables, mining, transport, and retail) and types of borrowers/lenders (sovereign, quasi-sovereign, financial institutions, private companies).

Nurlan also served as a non-executive director of Centerra Gold Inc. during two separate terms
(2016–2018 and 2021–2022), gaining valuable experience in corporate governance at the highest level in the global mining industry.

Elvira Maratova
Partner

Elvira Maratova is a highly accomplished Partner at GRATA International, based in the GRATA Kyrgyzstan office, where she has been a driving force since 2010. Her practice extends across both Kyrgyzstan and Tajikistan, with a particular focus on leading the firm's Telecommunication, Media, and IT sector.

Elvira is also an experienced lawyer in Public-Private Partnership (PPP) projects and infrastructure, bringing invaluable expertise to complex development initiatives. She has extensive experience advising both local and foreign companies on intricate cross-border transactions.

In addition to her core areas, Elvira is an expert in Labor Law, having actively participated in working groups dedicated to the reformation of the labor code. She holds an LLM degree from Erasmus University, specializing in International Business, Corporate, and Maritime Law.

Since 2008, GRATA’s Dushanbe office has served domestic and international companies and financial institutions on complex cross-border finance, merger and acquisition, and infrastructure projects in Tajikistan.

Kamoliddin Mukhamedov
Partner

Kamoliddin Mukhamedov is a legal professional with extensive experience in corporate, banking, and financial law. He advises domestic and multinational clients on complex matters involving corporate governance, regulatory compliance, and dispute resolution in all sectors, including banking and finance, Public-Private Partnership (PPP), mining and renewable energy.

In 2004, Kamoliddin graduated from the Law School of the Tajik‑Russian Slavic University, and in 2009 obtained a degree in accountancy from the Tajik Agrarian University, equipping him with both legal and financial expertise.

His combined legal and financial background allows him to deliver practical, business‑oriented legal solutions. Kamoliddin is fluent in Tajik, Russian, Uzbek, and English.
