The UK Government has added Pakistan, the Philippines, Kenya and Bangladesh to the red list countries to protect against the new variants of Coronavirus (Covid-19). This ban also impacts any passengers transiting through these countries on their return to the UK.

All passengers wishing to enter the UK without quarantine must reach the UK before 4 am on the 09th April 21.

From 4 am on Friday 9 April, international visitors who have departed from or transited through the Philippines, Pakistan, Kenya and Bangladesh in the previous 10 days will be refused entry into England. Only British and Irish citizens, or those with residence rights in the UK (including long-term visa holders), will be allowed to enter and they must stay in a government-approved quarantine facility for 10 days. They will also be required to arrive at a designated port. No direct flight bans from these countries will be put in place, but passengers are advised to check their travel plans before departing for England.

Coronavirus (COVID-19): Declaration form for international travel from England from 29 March 2021


You must complete this form to confirm that you have a reasonable excuse for leaving the UK to travel abroad.

This requirement applies to people travelling outside the UK from England.

Reasonable excuses for international travel include:

  • work
  • volunteering
  • education
  • medical, or compassionate grounds
  • funerals
  • leaving the UK if you do not live in the UK, and have only been here temporarily
  • allowing access to parents with children who do not live in the same country

You may be required to present this declaration and asked for any evidence to

support your reason for travel at your port of departure, or at any stage of your

journey whilst travelling to leave England.

Keep this form with you – police may ask to see it but will not collect it from you.

Entering the UK

If you’re travelling to England, you must either quarantine in the place you’re staying or in a managed quarantine hotel for 10 days because of coronavirus (COVID-19). What you need to do depends on where you travel in the 10 days before you arrive in England.

Before you leave for the UK

Everyone must:

  • Take a coronavirus (COVID-19) test and get a negative result during the 3 days before you travel
  • Book and pay for a travel test package, which will include COVID-19 tests to be taken on or before day 2 and on or after day 8 of your quarantine
  • Complete a passenger locator form Fill in your passenger locator form

with details of where you will home quarantine when you arrive and the travel test package booking reference number

If you are arriving into England regardless of your final destination within the UK and have visited or passed through a country on the list from which travel to the UK is banned (sometimes called the ‘red list’) in the 10 days prior to your arrival then you are required by law to book a 10 day (11 night) managed quarantine package which includes your hotel stay, food and beverages, transfers, security and 2 Covid-19 tests.

This is called the Managed Quarantine Package.
