📌 Parliament adopted the Law on REMIT

On June 10, the Verkhovna Rada of Ukraine adopted in the second reading and in its entirety the Law of Ukraine on Amendments to Certain Laws of Ukraine on Prevention of Abuses in Wholesale Energy Markets (reg.№5322). The law is aimed at implementing Regulation (EU) №1227/2011 on wholesale energy market integrity and transparency (Regulation on Wholesale Energy Market Integrity and Transparency) - the REMIT Regulation.

The law also contains clauses regarding the extension of the pre-PPA contracts and technical conditions for wind energy projects, as well as clauses regarding the distribution of revenues of NPC "Ukrenergo" from the sale of the crossing (export) to settlements on the balancing market and payment of debts for the RES service.

"The adoption of the REMIT Law marks an important step on Ukraine's path towards further electricity and gas market integration with EU neighbors. It will promote trust in the transparent functioning of the Ukrainian energy market and create the necessary level playing field between Ukrainian and EU market participants, especially in view of market coupling in electricity " stated Artur Lorkowski, Director of the Energy Community Secretariat.  Details.

 ✔️ EUEA calls on the Regulator to remove price caps on the electricity market

On June 8, 2023, the NEURC approved the draft resolution “On establishing price limits on the day-ahead market, intraday market and balancing market”, which proposes a 35% increase in the maximum price limit and the cancellation of the minimum price limit. Details.

In this regard, the EUEA, together with the UWEA on June 11, prepared a joint letter to the NEURC, in which they emphasized that the approval of the mentioned draft decision would lead to negative consequences for the RES sector.

In the letter, we called on the NEURC:

- Abandon the establishment of maximum prices on the electricity market in order to further liberalize the electricity market and synchronize it with the markets of the European Union.

- In the case of a decision to establish limit prices, provide for a minimum limit price that will ensure the payments of the Guaranteed Buyer with RES producers under the “green” tariff at the expense of the proceeds from the sale of electricity by the Guaranteed Buyer at a level of at least 60% (as provided by the tariff cost structure for electricity transmission service for 2023), in particular, the lower limit price must be kept at the level that was in place as of May 30, 2023 or be higher.

The Ministry of Energy of Ukraine and the European Commission signed a work plan for 2023 aimed at further implementation of the Memorandum of Understanding on Strategic Energy Partnership. 👉🏻Dniester WPP Elementum Energy entered the DAM

The Market Operator reported,  that on June 13, were registered a new market participant on the "day-ahead market", the "intraday market" (DAM/IDM) LLC "Dniester WPP". The company is part of the VR Capital Group, put into operation in 2021. The total capacity of the Dniester wind farm is 100 MW. On May 1, the first phase of wind turbines (40 MW) was launched.


⚡️Westinghouse will modernize the cooling system at the Rivne NPP

One of the Ukrainian NPP launched a 1,000 MW power unit after repairs. Work on the facility was completed 20 days ahead of schedule, emphasized the Minister of Energy of Ukraine Herman Halushchenko. According to him, the most extensive repair campaign at energy facilities in the entire history of independence is underway in Ukraine.

The state-owned Energoatom and Westinghouse Electric Company signed a contract for the design, production and supply of long-term cooling of the hermetic envelope for the modernization of VVER-400 power units at the Rivne NPP. According to "Energoatom", the new system was "a real technological breakthrough and will significantly increase the safety of reactor installations for decades to come. Its purpose is to eliminate the shortcomings of the Soviet system and ensure the long-term maintenance of the active zone of the reactor in a safe condition in the event of an accident. Details.


✔️ Update on the situation around Kakhovska HPP as of June 16:

  • According to the information of the Ukrhydromedcenter, a steady decline with an intensity of 2-5 cm per hour continues in the Kherson substation.
  • During the day, the water level decreased by 37 cm. As of 8:00 a.m. on June 16, it is - 1.67 m BS.
  • During the current day, below the Kakhovskaya HPP, the water level continues to drop by 1-10 cm per hour, with maintenance of flooding.
  • Ukrhydroenergo and the Project institute continue to work on the project of constructing a bridge (overlay) of the Kakhov reservoir after deoccupation.
  • Hydropower workers of Ukrhydroenergo from various regions of Ukraine continue to provide humanitarian aid to victims of the explosion by the occupiers of the Kakhovskaya HPP.
  • According to experts' forecasts, it will take months to fill the Kakhov reservoir by at least one meter. Source.

✔️ The World Bank will direct $200 million to Ukraine to restore the energy sector

The relevant agreement was signed by Prime Minister Denys Shmyhal and World Bank Managing Director Anna Bjerde in Washington. As the Ukrainian Prime Minister noted, the recovery of Ukraine begins already this year, and energy is one of the priorities. Funds raised from the World Bank will be directed to the reconstruction of the electricity grid and heat supply systems in Kyiv, Kharkiv, Mykolaiv, Sumy and cities of the Chernihiv region. Also, at the meeting with representatives of the World Bank, they discussed joint work within the framework of the interdepartmental donor coordination platform ("Financial Ramstein"). Details.


SAEE plans to launch a register of biomethane guarantees of origin in the fourth quarter of this year

This was reported by the director of the Department of Renewable Energy Development of the State Agency for Energy Efficiency and Energy Saving (SAEE), Olena Lenska, during the Third Conference on Energy Law, which is held on June 15 by the Association of Lawyers of Ukraine. "We have the newly appointed head of the SAEE- Hanna Zamazeyeva, she set us the task of launching the register in 4 months... If we launch the register of guarantees of origin by the end of the year, it will be a very significant event for our agro-industrial complex, which is a potential the opportunity to carry out export operations to the EU," she said.

The representative of the SAEE added that there are 64 biogas complexes operating in Ukraine, which, with the right investment climate, can be equipped for the production of biomethane. Details.
