❗️A terrorist act of russia - blowing up the Kakhovskaya HPP

"Today, the hydropower industry is going through the most difficult times since the Second World War. We saw the barbaric act of destruction of the Kakhovskaya HPP, which cannot be restored. The Kakhovka HPP performed important energy and environmental functions and provided water to the residents of the southern and central regions of our country," noted General Director of Ukrhydroenergo Ihor Syrota.

In addition to the destruction of the station, we will also have environmental consequences. Because there were more than 450 tons of machine oil in the turbines and transformers, which got into the water. Destruction of HPP is considered a violation of the Geneva Convention. Kakhovskaya HPP has been occupied by russian troops since last year.

It is important to note that the Kakhovskaya HPP could not be destroyed by an external impact: Ukrhydroenergo explained why:

  • The Kakhovka HPP was designed and built to withstand a nuclear strike from the outside.
  • Most likely, the dam itself and the HPP building, where hydro units are installed to generate electricity, were mined from the inside.
  • It is realistic to rebuild the HPP. This issue will be dealt with after the de-occupation of the territories. According to the company's calculations, about $1 billion is needed to build a new station. In addition, it will be necessary to build a bridge and railway crossing. All this is destroyed.

As of June 9, 3,624 houses were flooded in 32 settlements of the Kherson region. 2,352 people and about 550 animals were evacuated. According to Oleksandr Prokudin, the head of the Kherson Regional State Administration, the water level in Kherson is at 5.35 m. It is observed that the water dropped by 20 cm during the evening.

SE "NNEGC "Energoatom" reports that as of the morning of June 8, the water level in the cooling pond of the Zaporizhzhia NPP is stable.

📌 According to the results of the NEURC meeting, the Regulator:

- adopted a resolution "On the approval of amendments to some resolutions of the NEURC on promoting the development of biomethane production", details.

- made a decision to issue a license to BUDPOWER LLC for the right to carry out energy storage business activities. This is the first decision of the Commission to issue a license for energy storage activities. Details.

- approved the draft decision on approving the establishment of limit prices in accordance with the current Methodology, approved by the NEURC at the request of the Law "On the Electric Energy Market". According to the justification for the draft resolution, the maximum prices will be set:

  • on DAM: maximum marginal prices for hours of minimum load (from 00:00 to 07:00 and from 23:00 to 24:00) – 2,706.63 UAH/MWh and for hours of maximum load (from 07:00 to 23:00) – UAH 5,413.26/MWh; minimum marginal price – UAH 10.00/MWh;
  • on IDM: maximum marginal prices for hours of minimum load (from 00:00 to 07:00 and from 23:00 to 24:00) – 2,706.63 UAH/MWh and for hours of maximum load (from 07:00 to 23:00) – UAH 5,413.26/MWh;
  • on the balancing market: the maximum limit price is 125% of the DAM price determined by the market operator for each calculation period of the corresponding day of supply; the minimum marginal price is UAH 0.01/MWh.
  • The resolution may enter into force on June 30, 2023, but not earlier than the day of its publication on the official website of the NEURC. Details.

👉🏻Secretariat reviews draft changes to renewable energy legislation in Ukraine

The Secretariat assessed the draft Law on Amendments to Certain Laws of Ukraine Regarding the Restoration and Green Transformation of the Energy System of Ukraine (№9011-d) submitted to Verkhovna Rada of Ukraine.

The Secretariat concludes that the draft Law partially transposes the Renewable Energy Directive (REDII) and some other elements of the so-called Clean Energy Package but does not ensure full transposition. As the proposed draft Law constitutes an important steps towards ensuring compliance with Energy Community acquis and resolves some important issues which have prevented the Ukrainian renewable energy sector from using its full potential after the settlement of the dispute with renewable energy producers in 2020, the Secretariat supports the draft Law subject to a number of recommendations. ⚡️ Ukraine seeks to increase electricity imports from the EU to 2 GW due to the undermining of the Kakhovskaya HPP

"In this regard, we are counting on the support of partners and an increase in capacity to increase the import of electricity to 2 GW," the minister said at an emergency meeting of the International High-Level Consultative Council under the Ministry of Energy of Ukraine in connection with the disaster at the Kakhovskaya HPP. As  Halushchenko explained, despite the fact that the station did not supply electricity to the system after the occupation, the breakthrough violated the integrity of the entire hydraulic unit. Accordingly, there is a risk that hydropower, which balanced the Ukrainian energy system, will not be able to work at the required capacity.

In turn, European Commissioner Kadri Simson noted during the meeting of the International High-level Advisory Council that the European side is ready to support Ukraine in the issue of increasing electricity imports. Details.


✍🏻 Energoatom and the Energy Community Secretariat signed a Memorandum of Understanding

While continuing to support Ukraine and in accordance with the signed Memorandum, the Energy Community will coordinate legal activities regarding compensation for damage to Ukraine's energy infrastructure caused by the russian federation, it is noted in the statement of Energoatom.


✔️ The construction of  Westinghouse SMR in Ukraine will begin no earlier than 2028

The American nuclear company Westinghouse is going to start construction of the first small modular AP300 reactor in Ukraine, but the certification of this technology will last at least until the end of 2027, said the top manager of Westinghouse Electric, David Durham. That's when the AP300 design is scheduled to be certified. Details.


The Government approved the Procedure for keeping the register of emissions and transfer of pollutants

The procedure for maintaining the National Register of Emissions and Transfer of Pollutants was approved at the meeting of CMU on Friday. The procedure defines the provisions on the functionality of the Register, the user's electronic account, the requirements for creating and entering data (information) into the Register, the procedure for registration and the features of entering data (information) into the Register about objects operated by operators, the submission of reports by the operator and submission of certificates on diffuse sources, etc. Details.
