📈The level of Guaranteed Buyer payments to RES producers

In the first 10 days of April, about 80% of the "green" tariff was paid, and the total amount of purchased electric energy was 174.8 MWh. Compared to the previous month, the percentage of payments increased by almost 30%. The reasons for the increase in payments to producers under the feed-in tariff were two factors: the first is a significant improvement in the indicators of electricity trade by a guaranteed buyer. The second factor is the partial implementation of advance payment by NPC "Ukrenergo". The debt of NPC "Ukrenergo" for the 2021-2023 Service is UAH 16.0 billion. Details.


✔️According to the NEURC meeting results, the Commission:

- Adjusted the amount of the cost of the service for ensuring the increase in the share of electricity production from RES, provided by GB in January - May, July, October 2021 and in February - June 2022. Details.

📌The Regulator approved the changes to the resolution of the NEURC №641 

On April 27, 2023, the NEURC Resolution №758 of April 25, 2023 "On Approval of Amendments to the Resolution of the NEURC dated April 26, 2019 №641" was published on the official website of the NEURC. This Resolution regulates the issue of leaving/returning from/to the balancing group of the Guaranteed Buyer by suspending the contract for the purchase and sale of electricity at the "green" tariff. The Resolution enters into force today - April 28, 2023. Resolution.

It should be noted that the Resolution adopted by the Regulator does not regulate the issue of suspension of the contract for the purchase and sale of electricity at the "green" tariff in relation to individual facilities of the producer (by facility leaving/returning from/to the balancing group). This issue requires amendments to the Law of Ukraine "On the Electricity Market". Corresponding changes are provided for in the draft law registered in the Verkhovna Rada of Ukraine under № 9213

⚡️Ways to restore electricity exports to Slovakia have been developed

On April 26, a joint meeting was held with the participation of representatives of the European Commission, the Energy Community Secretariat, NEURC, the Slovak Regulator and transmission system operators (TSOs) of Ukraine and Slovakia. As a result, it was decided that the Ukrainian and Slovak TSOs will approve the export agreement developed by Ukrenergo and submit it to the Regulator for approval. According to NEURC, this will open up an opportunity to resume the export of Ukrainian electricity to Slovakia.

Previously, on April 24, the Regulator held an urgent meeting with the Energy Community Secretariat, where the key role of electricity export from Ukraine in ensuring the financial stability of the domestic energy sector was emphasized and agreed that any unjustified restriction of electricity trade should be considered a serious violation of the Treaty on the Establishment of the Energy Community. ✔️ The Regulator approved the decision to promote the development of biomethane production in Ukraine

NEURC approved and published on its official website the draft resolution "On Approval of Amendments to some Resolutions of NEURC regarding promotion of the development of biomethane production" for the purpose of receiving comments and suggestions.

The project envisages the improvement of access conditions for biomethane producers to gas infrastructure facilities and the leveling of technical restrictions on the transfer of biomethane to the gas distribution system, which will stimulate biomethane producers to increase the volume of gas production.


👉🏻Ukraine plans to increase the capacity to import and export electricity with EU countries to 10 GW

We plan to increase throughput capacity to 6 GW in 2032, and to 10 GW in 2050," Ukrainian media quoted Galushchenko as saying.

Recent studies, including an analysis of the European Network of Transmission System Operators (ENTSO-E), forecast a certain electricity shortage in parts of the EU in 2030-2050, he said. Details.


👥Scatec and the Ministry of Energy discussed the potential of RES development in Ukraine

During the visit of the management of the Norwegian company Scatec, led by Terje Pilskog, to Ukraine, a meeting was held with the Deputy Minister of Energy of Ukraine, Yaroslav Demchenkov. He thanked Norway for its constant support to Ukraine and emphasized that Ukraine needs to continue developing renewable energy. 👉🏻Energoatom and Holtec International agreed on the construction of up to 20 nuclear power units in Ukraine

On April 21, Petro Kotin, the President of Energoatom, and Chris Singh, the President and CEO of Holtec International, signed an agreement on cooperation in the deployment of small modular reactors (SMRs), which provides for the construction of up to 20 SMR-160 reactors, with the implementation of the first pilot project and exit to the minimum regulated power of the reactor and connection to the grid by March 2029. ✅EU lawmakers agreed on a proposal to decarbonize the aviation sector

The EU Council and the European Parliament have reached a preliminary political agreement on the proposal of the European Commission (EC) on the decarbonization of the aviation sector, and it is also about "creating a level playing field for sustainable air transport" (ReFuelEU Aviation initiative). The legislative proposal aims to increase both demand and supply of sustainable aviation fuel (SAF), while ensuring a level playing field in the EU air transport market.  Details.


✔️Ukraine joined the new gas procurement platform launched by the EU

The EU launched the first-of-its-kind process for European companies to register their gas purchase needs through the AggregateEU mechanism, which aims to create a pool of natural gas buyers and match them with sellers to avoid the price spikes that rocked energy markets last year. "Naftogaz of Ukraine" reported that it has already registered on the platform. Its participation provides Ukraine with additional insurance for the next heating season and allows platform participants to store gas in Ukrainian underground storage facilities. Details.
