⚡️Energy Community Secretariat and the Ukrainian Government agree to strengthen their cooperation on the rebuilding of Ukraine At a visit to Ukraine on 14-16 March, Director Lorkowski and Deputy Director Buschle together with key stakeholders took stock of the state of energy sector reforms amidst the full-scale war by russia. Memorandum of Understanding between the Government of Ukraine and the Energy Community Secretariat on increased cooperation in rebuilding Ukraine's energy sector was signed between Director Lorkowski and Minister Galushchenko. The cooperation extends to the National Energy and Climate Plan (NECP) as the key planning instrument for both reconstruction and the development of a green post-war economy, the renaissance of the renewable energy sector in Ukraine, development of infrastructure under the TEN-E process and the facilitation of legal claims against the russian federation for energy sector damages. Also, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities, Territories and Infrastructure Development of Ukraine Oleksandr Kubrakov and Director Artur Lorkowski signed a Memorandum of Understanding on coordination of activities in the area of humanitarian aid for the district heating, water supply and buildings sector of Ukraine. ✔️ The Government approved the Plan of Priority Actions of the Government for 2023 The Government's Action Plan consists of more than 500 tasks. Prime Minister Denys Shmyhal emphasized these draft laws, resolutions, programs and projects. Energy security is among the main priority actions. 📌International support for reconstruction: The Recovery Agency has enlisted the support of G7 ambassadors The Recovery Agency Team met with the ambassadors and representatives of the diplomatic offices of the G7 countries, Switzerland, Sweden, Norway, Denmark and the EU Representation in Ukraine. The structure of the Agency, the main areas of work and key priorities for 2023 were presented in detail to the representatives of the partner countries. During the war, the Agency focuses primarily on the restoration of energy, housing, transport and social infrastructure in the 11 regions most affected by the war. 📌 The EU aims to reform the electricity market and abandon gas Such a plan was proposed by the European Commission on March 14. It is envisaged, in particular, to increase the share of renewable energy sources, abandon gas, protect consumers from price spikes, as well as to increase the competitiveness of the industry. The reform involves a partial revision of EU legislation in this area. The proposal concerns, in particular, the rules for the sharing of RES. ✔️Compensation for destroyed housing: Zelensky signed the law The President of Ukraine, Volodymyr Zelenskyi, signed Law №7198 on the creation of a state register of property damaged and destroyed by the war and the procedure for state compensation for it. The approved version of the draft law provides that compensation will be provided exclusively for a property that was damaged or destroyed as a result of the actions of the russian federation from February 24, 2022.
