✉️ EUEA sent its proposals and comments to the Market Operator

In early March, the EUEA received proposals for amendments to the "Law on the Electricity Market" from the Market Operator regarding the introduction of debt certificates. These changes provide for the right or obligation of producers of RES to receive funds for the electricity sold to a guaranteed buyer at a discount through the issuance of RES debt certificates and their sale at auctions, which will be conducted by the Market Operator, as the administrator of the trading platform of debt RES certificates.

✔️The Office of the President of Ukraine considered the joint appeal of the Associations regarding the current problems of the RES sector

The letter states that, in order to resolve the issues, a decision of the NSDC was put into effect, which provides for a number of measures for the development of "green" generation, two draft laws relating to the sector were registered, and Resolution 153 of the NEURC was adopted for the interests of households. The CMU will process the recommendations given by RES associations, and the Government of Ukraine is recommended to review the Energy Strategy of Ukraine until 2035.

💬 Interview of the head of Guaranteed Buyer - about the right to export "green" electricity, repayment of debts to "green" ones, the formula for imbalances, exit from BG GB, etc.

Regarding exports: The preparation of the secondary regulatory framework has already started, but everyone is waiting for the final version of the law. The export will be an opportunity to avoid imbalances and thereby reduce the load on the Ukrenergo tariff.

Regarding the calculations: The main reason for the debt to RES for 2021-2022 in the amount of UAH 18.5 billion is the debt of "Ukrenergo" for the payment of the service, which for this period amounts to UAH 12.8 billion, and the debt of RES for the payment of the share of the settlement of electric energy imbalances in the amount of UAH 5.5 billion. ✔️ The SAEE is developing a number of by-laws for the creation of the National Energy Efficiency Monitoring System

In accordance with the requirements of Article 13 of the Law of Ukraine "On Energy Efficiency", the National Energy Efficiency Monitoring System is created for the purpose of providing citizens, state authorities, local self-government bodies, enterprises, institutions and organizations with information on the level of energy efficiency in the country; monitoring the implementation of the National Plan, comparing the energy efficiency of facilities (benchmarking).


📌 MIGA launches the Trust Fund for the Support of the Reconstruction and Economy of Ukraine

The fund, SURE, is a new initiative to solve humanitarian problems and support economic activity and recovery in Ukraine. MIGA expects the fund to grow to $300M with contributions from additional donors. This would allow the agency to provide trade finance guarantees and ensure bank reserves during conflict and political risk to support Ukraine’s post-war recovery. It is noted that this tool, in addition to grants and loans from Ukraine’s government, will enable the private sector to invest in infrastructure reconstruction and the preservation of economic activity. ♻️Sales of electric cars increased by 40% in February

In February, Ukrainians bought 413 new cars with battery power sources, reports Ukravtoprom. Compared to the indicator of February last year, the market of new electric cars tripled, and added 40% to the result of January this year. A total of 708 new electric cars were sold in Ukraine since the beginning of the year, which is 164% more than in the same period last year. Resource.


⚡️DTEK completes construction of the 1st phase with 114 MW capacity of Tyligulska WPP in the Mykolayiv region

Despite the war, DTEK Renewables continues to increase the capacity of green generation and puts Tyligul WPP into operation.

DTEK specialists are finishing the construction of the first phase of the 114 MW wind farm. 19 wind turbines will start producing clean electricity already this spring.  Currently, the company is looking for options to fully complete the WPP according to the previewed design capacity of 500 MW. ✔️ Green Genius and Respect Energy signed a purchase agreement for 41 MW in Poland

The companies have signed a PPA between themselves for 41 megawatts (MW), of which 16 MW covers a 5-year period and the remaining 25 MW covers a 10-year period. This is the second PPA between the two parties since October 2022. In total, the signing of the PPA will save about 290,000 tons of CO2 over the entire period. Details.

On March 2, the European-Ukrainian Energy Agency (EUEA) held a round table on the topic “The future of energy storage systems (ESS) in Ukraine”. During the discussion, the following issues were considered: the existing legislative framework of ESS, international practices of ESS implementation and recommendations for Ukraine, as well as practical experience of installing batteries in Ukraine.
