✉️ RES associations appealed to the President and the Government of Ukraine regarding the current problems of the renewable energy sector

On February 3, 2023, the EUEA together with leading associations of the renewable energy sector of Ukraine sent a joint letter to the President of Ukraine, the Prime Minister of Ukraine, the Minister of Energy of Ukraine, and MPs. In the letter, the associations asked to ensure the continuity of legally established guarantees for investors in the field of RES, facilitate the resolution of important issues for the activities of RES producers and creation of the favourable conditions for the further development of the industry.

📊 Settlements of the Guaranteed Buyer to RES producers

As of February 8, 2023, the level of payments of the state-owned enterprise to RES producers for January 2023 is at the level of 91%. A total of UAH 1.8 billion was paid in 2023.

For 2022, 54.1% was paid, and for 2020 - 99%. Debt of NEC "Ukrenergo" - UAH 12.6 billion. Details.

✔️Resolution №76: New procedure for reservation of conscripts

On January 27, the Cabinet of Ministers published Resolution №76 "Сertain issues of implementing the provisions of the Law of Ukraine "On Mobilization Training and Mobilization" regarding the reservation of conscripts for the period of mobilization and wartime." The resolution establishes the procedure and criteria for determining enterprises, institutions and organizations that are critically important for the functioning of the economy and ensuring the livelihood of the population in a special period. ✔️Results of the meeting of the NEURC on February 7, 2023:

- The Сommission increased the cost of the service to ensure an increase in the share of electricity production from alternative energy sources provided by universal service providers. Details.

- The Commission adopted the Resolution "On Amendments to the Resolution of the NCREKP dated February 25, 2022, №332", which provides:

• exclusion of the provision according to which the Guaranteed Buyer must use the forecast volumes of electricity sales and consumption provided by sellers and consumers under the feed-in tariff to determine the volumes of electricity sales at the DAM;
• addition of the provision, which provides that in the case of a pre-trial investigation regarding SIS (systems important for security), AR makes a decision in accordance with the Market Rules, taking into account the requirements of the pre-trial investigation body that conducts the relevant pre-trial investigation regarding SIS, or the prosecutor who supervises in compliance with the laws during the conduct of such a pre-trial investigation.
• establishing that the TSO doesn't apply the limitation of the maximum volume of sales based on a justified (according to the Hydrometeorological Center) appeal of the electricity producer using hydro resources during the period of irrigation in case of an increase in the forecast volume of water inflow by more than 400 m3/s in comparison with the volume for d-7. Details.

✔️The Verkhovna Rada adopted in the second reading the bill on the corporatization of "Energoatom"

According to MP Yaroslav Zheleznyak, 259 deputies voted for the transformation of Energoatom from a state-owned enterprise into a joint-stock company, 100% of whose shares belong to the state.

"Corporatization changes the outdated organizational and legal form, which is a state unitary enterprise, to a more modern and stable legal form that is understandable to the company's partners. With corporatization, the administrative functions of property entities are reduced, and a new, transparent and publicly accountable management structure is created," noted the Chairman of the Energy Committee of the Verkhovna Rada Andrii Herus.

As reported, the corporatization of "Energoatom" is provided for by the loan agreement between the company and the EBRD and the guarantee agreement "Comprehensive generalized program to increase the level of safety of nuclear power units" ratified by the Verkhovna Rada.  Resource.

⚡️USAID handed over the first gas turbine plant with a capacity of 25 MW to Ukraine

According to the US Ambassador to Ukraine Bridget Brink, the specified gas turbine installation will provide electricity to up to 100,000 consumers. The ambassador also noted that, as far as she knows, a similar installation will be delivered to Odesa, whose energy infrastructure was seriously damaged by russian shelling.  Resource.
