📊RES market news overview for January 2023

In 2023, under the "green" tariff, SE "Guaranteed Buyer" transferred to RES producers UAH 1.3 billion. According to SE "Market operator", the share of solar electricity was 8.01% of the total amount of the realized resource, while wind generation took 4.18%.

✔️ The Regulator published a Resolution on the possibility of e/e producers leaving the balancing group of the Guaranteed Buyer

Amendments to the Resolution provide for the definition of provisions in the rules of operation of the Guaranteed Buyer balancing group, which will regulate the entry and exit procedure of business entities, including electricity facilities that have a "green" tariff, from the Guaranteed Buyer balancing group. ⚡️Results of the NEURC meeting on January 30-31, 2023

At the meetings of the NEURC on January 30-31: the resolution of the NEURC dated April 26, 2022 No. 396 "On the peculiarities of determining the volume and carrying out calculations for the electricity produced by the generating units of private households during the martial law in Ukraine" was canceled and provided for the terms for calculation with such market participants. 

The Commission approved the changes to the resolution of the NEURC dated February 25, 2022 No. 332" regarding the specifics of the activities of distribution system operators, which set tariffs for electricity distribution services for the transition period, under the conditions of martial law in Ukraine. Resolution.

The amount of the cost of the service to ensure an increase in the share of electricity production from alternative energy sources, provided by universal service providers in December 2022, was also approved. Justification for the decision. 


👉🏻NEURC obliged "Ukrenergo" to repay debts to the owners of domestic SPPs

In particular, the Commission repealed a regulation that allowed wartime electricity suppliers to pay for only part of the electricity of domestic SPPs. The Regulator explained its decision by the shortage of electricity in Ukraine and the need to use all types of generation available in the power system. According to government officials, it is necessary to quickly create favorable conditions for the development of the energy system.  The first stage on this path is the payment of debts and the creation of conditions for the formation of a private household. Solar power plant owners will be paid by the 25th of each month (starting from March) for the same month of the previous year.


✔️The Law of Ukraine "On Environmental Impact Assessment" has been registered

The Cabinet of Ministers of Ukraine registered in the Parliament Draft Law №8410 on amendments to the Law "On Environmental Impact Assessment". The purpose of the draft law is to implement the principles of digitalization of the permit procedure, to shorten the terms of the environmental impact assessment procedure, as well as to reduce the discretionary powers of the body when making decisions within the framework of the environmental impact assessment procedure. 📌Energy Community created a commission to monitor the energy market in Ukraine

In order to optimize and consolidate its monitoring functions in accordance with the Energy Community Agreement regarding Ukraine, the Secretariat created the Energy Market Monitoring Commission of Ukraine. The Сommission will closely monitor all events related to the energy market and corporate governance in Ukraine. In full compliance with confidentiality requirements, the evaluations will be published and made available to the domestic and international stakeholders involved. It is noted that this will contribute to the further integration of the Ukrainian energy sector with Europe and will contribute to the strengthening of trust in predictable and transparent management in accordance with European practice. 👉🏻The European Commission supports the increase of commercial electric power flows between Ukraine and Europe

"Despite the war, Ukraine supplied electricity to the European Union, and therefore the request to increase the capacity for imports from 700 MW and for exports from 400 MW to 1,600 MW or even 2 GW is very welcome in both directions," – said Deputy Chairman of the European Commission Marosh Sefovych at a joint meeting of the Ukrainian government and the European Commission in Kyiv on February 2.

At the same time, he assured that the EC will work on this issue with all partners from the European Union, in particular with the European Network of Transmission System Operators (ENTSO-E) and with the relevant EU member states. Details.


✍🏻 Ukraine and Austria signed a number of documents in the fields of energy and environmental protection

In particular, the Minister of Energy of Ukraine Herman Halushchenko and the Minister of Climate, Environment, Energy, Mobility, Innovation and Technology of Austria Leonore Gewessler signed a Memorandum of Understanding on the initiation of a partnership in the field of energy transition and renewable energy sources. In particular, the document provides for the exchange of best practices in the energy transition; introduction of innovative technologies in the field of renewable energy sources; demand management and development of distributed generation; accelerating the deployment and use of renewable hydrogen, etc. A Memorandum of Understanding in the field of environmental protection was also signed. ✔️Ukraine and the EU launched a strategic partnership in the field of renewable gases

Prime Minister of Ukraine Denys Shmyhal and President of the European Commission Ursula von der Leyen signed a memorandum on strategic partnership in the field of renewable gases, namely hydrogen and biomethane. The signing took place within the framework of a joint meeting of the Government of Ukraine and the European Commission. Therefore, Ukraine and the EU will jointly work on the development of the sphere of production, trade, transportation, storage and use of renewable gases.


⚡️The first small power plant on the basis of the municipality was launched in Irpin

The power plant with a capacity of 1 MW will provide electricity to critical infrastructure facilities - hospitals, schools, and the local water supply. A boiler house will also operate from this power plant, which provides heating services for 70% of Irpin residents.It is assumed that, taking into account the loads, the operation of mobile communication towers can also be partially ensured. According to the statement of Andriy Herus, in the near future it is planned to install another 100 such stations to power critical facilities. Details.


📉💨In 2022, orders for new wind turbines decreased

According to the latest data from WindEurope, total orders for new wind turbines in Europe in 2022 fell by 47% compared to 2021. In 2022, the EU received orders for new turbines for only 9 GW. But the EU needs to build 30 GW of new wind farms a year under its new energy and climate security targets.

In its own way, the EU is currently preparing the Net-Zero Industry Act to strengthen European clean energy industries. Also in March, the EU Commission will present its proposal to revise the design of the EU electricity market to allow electricity consumers to benefit from the low cost of renewable energy. Details.
