📊The level of payments of the Guaranteed buyer 

On December 26, 2022, SE "Guaranteed Buyer" published new data on settlements with RES producers, so for part of December, the level of payments is 98.3%, November - 90.7%, in total for 2022 - 53.5%.

Debt of NPC "Ukrenergo" - UAH 12.3 billion. It is also worth noting that the debt for October 2021 remains. Details.


👥 A new acting director of the "Guaranteed Buyer" SE has been appointed

According to the message of T. Melnychuk, the representative of the Cabinet of Ministers in the Verkhovna Rada:

On December 27, 2022, the Cabinet of Ministers of Ukraine dismissed Andrii Pylypenko from the position of Director of the Guaranteed Buyer. Artem Nekrasov, the first deputy of the state-owned enterprise, was temporarily assigned the duties of the director. Source.

There is no official statement from the Guaranteed Buyer as of the end of the day on 29.12.

EUEA, together with the Kyiv School of Economics, invites investors, managers, and analysts of RES stations to join the closed round table "Data collection on losses and methodology for determining losses of RES electricity producers as a result of russia's war against Ukraine", which will be held with the participation of the "Russia will pay" project team and the working group of the project "Cooperation for the restoration of Ukrainian energy infrastructure", which is implemented by the Secretariat of the Energy Charter.

The EUEA internal webinar aims to spread awareness among RES electricity producers about the methodology of damage assessment and loss documentation, the further use of this data, as well as the current results of loss assessment.

The language of the webinar is Ukrainian.


👉🏻 Simplifying the construction of overhead power lines and substations will speed up the restoration of the power system

In order to quickly restore the power system, the Government of Ukraine decided at a meeting on December 27 to simplify the construction of overhead power lines and substations. This was announced by Prime Minister Denys Shmyhal. "For the duration of martial law, we are withdrawing the requirement to carry out an environmental impact assessment for such objects. This step is justified in the extreme conditions of the full-scale war that russia is waging against Ukraine," the Head of Government noted.  Details.


💲 The EBRD will provide a EUR 300 million loan to Ukrenergo, of which EUR 150 million will be used to pay off debts to RES producers

NEURC approved the signing of the loan agreement between Ukrenergo and the EBRD, which will reduce the debt owed to renewable energy enterprises and provide funds for the restoration of Ukraine's electricity transmission system.

After receiving the loan, EUR 150 million should be directed to the restoration and maintenance of the electricity transmission system of Ukraine.

The remaining EUR 150 million will be allocated to Ukrenergo's working capital needs to finance critical operational costs related to the generation of RES electricity and payment of compensation for restrictions.


✍🏻The draft law on highly efficient cogeneration has been prepared for the second reading in the Parliament of Ukraine

The draft law was developed by SAEE together with the Verkhovna Rada Committee on Energy and Housing and Communal Services, in order to implement the requirements of EU legislation in the field of the development of highly efficient cogeneration, in particular, Directives 2004/8/EU and 2012/27/EU.

In the EU, this direction is actively developing and is considered an important part of locally integrated and diversified energy systems. Highly efficient cogeneration already provides 12% of the electricity and 16% of the heat energy used in European homes. Details.
