The Regulator postponed consideration of issues related to changes in electricity transmission, dispatching and distribution tariffs

Yesterday, on November 10, at a meeting, the Regulator postponed consideration of the issue of changing Ukrenergo transmission and dispatch tariffs from 12.01.2022 in connection with a request from the Ministry of Energy to recalculate the dispatch tariff.

"In connection with the increase in the involvement of gas-powered units, it is worth revising the dispatch tariff in order to avoid a double tariff burden on generation enterprises. Accordingly, the Ministry of Energy requests to review the proposed tariff and transfer part of the cost to the transmission tariff."

Previously, the EUEA expertly analyzed and sent its proposals and comments to the NEURC, substantiating that the tariff proposed by the Regulator includes a deficit of funds for payments with generation. Details.

Extension of the term of putting into operation some RES objects: registered draft law

The Cabinet of Ministers of Ukraine approved, developed by the Ministry of Energy, the draft Law of Ukraine "On Amendments to Certain Laws of Ukraine Regarding Extending the Period of Commissioning of Renewable Energy Facilities under Feed-in Tariff Power Purchase Agreements concluded by December 31, 2019", which was registered in the Verkhovna Rada of Ukraine on November 8, 2022 under № 8191.

The document provides for a two-year extension of the commissioning period and the validity of technical conditions for RES facilities (except for solar energy) that have already concluded relevant contracts.

The associations sent a joint letter to the NEURC regarding the settlement of imbalances

In the letter, we ask to consider the issue of creating a mechanism to compensate for losses (overpayments) incurred (paid) by RES producers as a result of the use of an illegal formula for calculating the guaranteed buyer's imbalance settlement share. The letter is attached.

Also this week, the court provided a partial clarification on the decision on imbalances: https://verdictum.ligazakon.net/document/107104199 .
