✍🏻 On September 9, the NEURC will approve acts for the service of increasing RES for 2021 and 2022

In the NEURC agenda at the meeting on September 9, it is planned to approve the acts of SE "Guaranteed Buyer" regarding the reception and transmission of the service for increasing the share of RES, for January-May, July, October 2021, as well as February-July 2022. Justification for the Regulator's decision.


✅ NPC "Ukrenergo" transferred UAH 1.25 billion from e/e exports to balancing market participants

“We fulfilled the new requirements of the law "On the electricity market", which obliges us to direct 45% of the already received income from auctions for access to interstate networks to pay for the services of electricity producers in the balancing market. Producers who received this money will be able to spend it on repairing power units and other equipment, and TPPs will be able to additionally purchase coal and gas for the winter”, - reports “Ukrenergo”.


📌 “After the war, the problem of the rule of law will remain, and tolerance will decrease significantly. The rule of law will be a key factor in attracting private investment, which is important for reconstruction, -says Janez Kopach.

Energy Community Secretariat Ex-Director in his column notes the following, the main theses (English version is attached):

  • State intervention in the distribution of market participants' funds is again taking place on a large scale, and “national security issues” became a very untransparent way to materialize other interests against RES investors. However, post-war reconstruction will be based primarily on private investment.
  • Western allies have problems with surging public debts, increased energy prices, and forthcoming recessionб therefore, they are unlikely to be able to allocate a lot of funds to Ukraine.
  • Current high market prices for electricity allow new investments to be made without a "green" tariff, but old obligations still exist and must be respected.
  • Further NEURC fixed the exchange rate for feed-in tariff receivers artificially low despite they must pay back their bank loans in foreign currency. 
  • One such decision, which is completely against the law, reduced payments under the "green" tariff by at least five times.
  • Ukrenergo stopped paying Guaranteed Buyer for RES producers, despite having an obligation and sufficient funds from transmission tariff, EBRD, and EIB loans and from lucrative export of electricity, which the EU allowed to assist in the liquidity situation in the Ukrainian electricity sector. 
  • The market value of one MWh from Ukrainian RES producers, when exported to the EU, is four times the value of the feed-in tariff.
  • The reason for Ukrenergo’s non-payment apparently is that they are saving money for financing ineffective state-owned power plants to buy coal.

✔️ The President noted that Ukraine can become a "green" energy hub for Europe

«Our country has a huge natural potential for the development of capacities in "green" energy and in the production of "green" hydrogen. This is the potential of at least tens, perhaps hundreds of gigawatts of "green" electrical power and millions of tons of "green" hydrogen. It is important that there is already an infrastructure for transporting electricity and hydrogen in the EU.», — stated Volodymyr Zelensky at the international economic forum Ambrosetti in Italy.


💬 The Prime Minister of Ukraine offered the EU to help with the energy crisis

“Against the background of the EU's efforts to reduce dependence on Russian energy carriers, the export of electricity from Ukraine can replace significant volumes of gas imports from russia. Ukraine has the largest underground gas storages in Europe", - noted Denis Shmyhal at a briefing.


⚡️ ENTSO-E has increased the available cross-border capacity for Ukraine’s electricity exports toward the EU to 300 MW

This amount will be distributed equally (150 MW during the day and 125 MW at night) in the auctions for access to the capacity of the interstate power grids with Romania and Slovakia. Such opportunities for Ukrainian exporters will operate during peak electricity consumption hours: 16 hours per day on weekdays and 14 hours per day on weekends.  Details.


☢️ Last line connecting ZNPP to the Energy System of Ukraine cut off

“The main part of the IAEA mission has just left the ZNPP – and the station is de-energized again. The last line that connected it to the energy system of Ukraine - the 330 kV transmission line ZaTES - Ferrosplavna - was disconnected due to a fire that occurred as a result of shelling", - Minister of Energy of Ukraine, Herman Halushchenko.
