✅ NPC "Ukrenergo" transferred UAH 1.25 billion from e/e exports to balancing market participants “We fulfilled the new requirements of the law "On the electricity market", which obliges us to direct 45% of the already received income from auctions for access to interstate networks to pay for the services of electricity producers in the balancing market. Producers who received this money will be able to spend it on repairing power units and other equipment, and TPPs will be able to additionally purchase coal and gas for the winter”, - reports “Ukrenergo”. |

The rule of law will be a key factor in attracting private investment, which is important for reconstruction”, -says Janez Kopach. Energy Community Secretariat Ex-Director in his column notes the following, the main theses (English version is attached): - State intervention in the distribution of market participants' funds is again taking place on a large scale, and “national security issues” became a very untransparent way to materialize other interests against RES investors. However, post-war reconstruction will be based primarily on private investment.
- Western allies have problems with surging public debts, increased energy prices, and forthcoming recessionб therefore, they are unlikely to be able to allocate a lot of funds to Ukraine.
- Current high market prices for electricity allow new investments to be made without a "green" tariff, but old obligations still exist and must be respected.
- Further NEURC fixed the exchange rate for feed-in tariff receivers artificially low despite they must pay back their bank loans in foreign currency.
- One such decision, which is completely against the law, reduced payments under the "green" tariff by at least five times.
- Ukrenergo stopped paying Guaranteed Buyer for RES producers, despite having an obligation and sufficient funds from transmission tariff, EBRD, and EIB loans and from lucrative export of electricity, which the EU allowed to assist in the liquidity situation in the Ukrainian electricity sector.
- The market value of one MWh from Ukrainian RES producers, when exported to the EU, is four times the value of the feed-in tariff.
- The reason for Ukrenergo’s non-payment apparently is that they are saving money for financing ineffective state-owned power plants to buy coal.
