🖇 The Verkhovna Rada adopted Draft Laws №7427 and  №7428-2 concerning changes in the RES market

On July 29, 2022, the Verkhovna Rada of Ukraine adopted Draft Law  №7427 on the peculiarities of regulating relations in the natural gas market and in the field of heat supply during martial law and subsequent recovery.

📍The draft law allows RES Producers under the "green" tariff scheme to sell electricity at the Day-Ahead Market, Intra-Day Market, Bilateral Agreements market and the Balancing Market. It means that the sale of electricity is organized by the RES producer without the participation of the SE "Guaranteed Buyer". 

📍Also, the draft Law took the first step in the introduction of virtual/financial corporate PPAs in Ukraine. The draft law provides for the possibility of concluding contracts for the difference between RES producers and buyers of electricity from alternative energy sources

📍In addition, the Verkhovna Rada introduced the cash method of calculating value-added tax (VAT) for "green" energy facilities. Law No. 7428-2 on "Ensuring stable functioning of the natural gas market during martial law and subsequent recovery" provides for the corresponding amendment.

Now, along with other participants in the electricity market, "green" energy facilities are temporary, until January 1, 2026, determining the date of occurrence of tax liabilities and tax credits using the cash method.

🖇Post-release of the EUEA expert discussion “Post-war challenges in the energy efficiency sector”

July 28, as a symbol of Statehood Day, the European-Ukrainian Energy Agency held an expert discussion on energy efficiency on the topic “Post-war challenges in the energy efficiency sector.” Full post-release.

As a result, were discussed: the recovery and development of the economy, how the state plans to restore the sector, the potential of energy efficiency in industry, new opportunities of the Energy Efficiency Fund, legislative changes regarding the thermal modernization of buildings, the plan to restore buildings in the residential sector that were damaged by the russian invasion, state support for the thermal modernization of buildings

🖇 The joint letter regarding amendments to the Procedure for the purchase of electricity from RES by a guaranteed buyer was sent

On July 26, EUEA, together with UWEA and UARE, sent a joint letter to the Chairman of NEURC, the Chairman of the Board of NPC "Ukrenergo" and the Director of SE "Guaranteed Buyer" regarding amendments to the Procedure for the purchase by a guaranteed buyer of electricity produced from alternative energy sources, approved by NEURC Resolution №641 dated 26.04. 2019 (with changes).

The proposed approach will make it possible to approximate the amounts of expenses of RES producers, related to the settlement of the imbalance, which are carried out in favor of SE "Guaranteed Buyer", to the corresponding expenses of SE "Guaranteed Buyer" caused by imbalances of RES producers.

🖇 Settlements of the Guaranteed Buyer

On July 25, SE "Guaranteed Buyer" settled for July 2022 with producers at the "green" tariff in accordance with the new order of the Ministry of Energy  №206 dated June 15, 2022.

So, for 20 days of July, the level of payments is 31%. This is the highest indicator since the beginning of March. For 2022: July - 31%; June -20.6%; May - 19%, April - 19.2%, March - 20.1%. A total of UAH 9.8 billion was paid for electricity in 2022.

🖇 The Ministry of Energy initiates the introduction of a new model of Net billing support

July 25 - Yuriy Vlasenko informed that the Ministry of Energy initiated the draft law "On Amendments to some Laws of Ukraine on Improving the Conditions for Supporting the Production of Electricity from Alternative Energy Sources by Consumer Generating Installations."

The draft law proposes to replace the fixed "green" tariff for consumers to introduce a new support model (Net billing), which will be focused on covering own consumption and will not require additional financial costs from the state and/or other consumers.

🖇Ukraine's National Recovery Plan: comments acceptance

The National Council for the Recovery of Ukraine from the War is collecting comments and amendments on the presented draft of the Recovery Plan of Ukraine, which was presented on July 4-5 in Lugano.

Comments to the presented plan must be added in editing mode and sent as a separate document to: uaenergyrecovery@gmail.com.
