18 лютого відбулась зустріч членів ЄУЕА з Вітренко Юрієм, в.о. Міністра Енергетики України.

Резюме зустрічі

Міністерство очікує від ЄУЕА підготовки обґрунтувань та пропозицій щодо теперішнього та майбутнього розвитку сектору відновлюваної енергетики, та як ці рішення допоможуть Україні зробити сталий «Зелений» перехід. Рішення, що будуть запропоновані повинні мати сталий і довготривалий позитивний ефект для держави.

1. Пропозиція від Міненерго – забезпечити стале фінансування зеленої енергетики, у формі компенсації різниці між ціною на ринку е/е та встановленим зеленим тарифом, з державного бюджету, а саме з податку на викиди СО2. Для цієї мети, необхідно підняти податок на СО2 до 10 Євро/т, чого має вистачити для покриття витрат на виплати ВДЕ. Наразі це лише на рівні концепції, проекту закону ще немає, але ЄУЕА може долучитися до цього процесу, а також ЄУЕА може допомогти із міжнародною підтримкою щодо прийняття та впровадженню відповідного законодавства.
2. Велика потреба у налагодженні позитивної комунікації з суспільством та формувати суспільну думку позитивно налаштовану на «зелений» перехід, і якщо в кінцевому рішенні для стабілізації сектору та збільшенні частки ВДЕ мають відбутися підвищення цін на е/е, тоді це має бути логічним та позитивним для суспільства, і в цьому на ЄУЕА теж покладається очікування підтримки.
3. Окремим є питання вигоди, що отримує українська енергетична система, і це має бути враховано. Наразі Вітренко дотримується думки, що частка в тарифі на передачу для компенсації «зеленого» тарифу не є логічною, оскільки для енергетичної системи зелена енергія користі не приносить. Водночас учасники зустрічі поправили цю думку, і пояснили, що при будівництві проектів значна частка капітальних витрат іде на ремонт та будівництво нових об’єктів електроенергетичної інфраструктури (підстанції, мережі і т.д.).
4. Вітренко підтримує впровадження проектів з балансування енергетичної системи і підтримує концепцію, що накопичена зелена енергія має лишатися зеленою, та залишає право отримувати зелений тариф.
5. Випуск зелених облігацій Укренерго під державні гарантії – мета зробити випуск з обігом на 10 років та з нижчою відсотковою ставкою, намагаючись залучити інвесторів – міжнародні фінансові інституції та приватні компанії. Немає наразі того хто є драйвером процесу, та безпосередньо за це відповідальний від Міністерства енергетики та від Міністерства фінансів (посилання на те, що Вітренко іще не призначений на посаду Міністра і досі залишається в.о.)

Висновки: Міненерго чекає пропозиції від ЄУЕА щодо рішення сталого енергетичного розвитку та вирішення проблем в галузі.

Dear members of the EUEA,

On February 18, the meeting of EUEA members with Acting Minister of Energy of Ukraine Yuriy Vitrenko was held.

The representatives of EUEA were:

Summary of the meeting:

The Ministry expects EUEA to prepare proposals and decisions regarding the current and further development of the renewable energy sector, and explain how they can help Ukraine make a sustainable “green” transition in the future. The proposed solutions must have sustainable and lasting positive effect on the state.

1. Proposal from the Ministry of Energy was to provide sustainable financing of green energy, by means of compensation from the state budget the difference between the price on the electricity market and the established green tariff, namely from the tax on CO2 emissions. For this purpose, it is necessary to raise the CO2 tax up to 10 Euro / t, which should be enough to cover the cost of paying RES. Currently, this is still on the planning stage and there is no draft law yet. However, EUEA can join this process and facilitate together with international support the adoption and implementation of relevant legislation.
2. There is an urgent need to establish positive communication with society and to shape positive public concerning "green" transition. And if the final result of stabilization the sector and increasing the share of RES leads to raising of electricity prices, it should be logical and have positive effect for the society. And Ministry also expects the support of EUEA on this issue.
3. The issue of the benefits received by the Ukrainian energy system is separate and should be taken into account. According to Vitrenko, the share in the transmission tariff for compensation the "green" tariff is not logical, because RES is not beneficial for the energy system. At the same time, the participants of the meeting persuaded, that significant share of capital expenditures goes to the repairing and construction of new electricity infrastructure facilities (substations, networks, etc).
4. Vitrenko supports the implementation of energy balancing projects and the concept, that accumulated green energy should remain green and reserves the right to receive a green tariff.
5. Green bonds issuing of Ukrenergo under state guarantees - the goal is to issue with circulation of 10 years and with a lower interest rate, trying to attract investors - international financial institutions and private companies. Currently there is no directly responsible person for this process from the Ministry of Energy and the Ministry of Finance (reference to the fact that Vitrenko has not yet been appointed Minister and still remains acting).

Conclusions: The Ministry of Energy is waiting for proposals from EUEA to address the problems of sustainable energy development and related issues in the sector.
