     "The Ministry of Energy initiates consultations with the potential investors on the construction of the necessary generating capacity for the power system.

     Today, the Ministry of Energy held a meeting chaired by Acting Minister of Energy Yuriy Vitrenko with the heads of the NEURC and NPC "Ukrenergo" to discuss the most effective mechanisms of attracting investment in the construction of new generating capacity, energy storage systems or demand management.

    The areas, that were considered are - stimulation of price restrictions on market conditions through the gradual elimination, the initiation of appropriate competition, as well as - the construction of new facilities in the framework of public-private partnership.

   Yuriy Vitrenko stressed that the market approach is the most natural and sustainable mechanism for attracting investment. To achieve success on this issue, it is necessary to ensure the accession of the United energy system (UES) of Ukraine to ENTSO-E.

    At the same time, given the urgent need to upgrade generating capacity and increase the share of highly manoeuvrable generation, it is advisable to involve potential investors together with the analysis concerning the benefits and risks of the proposed routes.

   The Ministry of Energy initiates relevant consultations and invites on 12.02.2021 the parties concerned to join the discussion regarding pathways of stimulation the construction of balancing facilities necessary for the UES of Ukraine.

    Please submit the candidates of participants (indicating full name, position, the forms of participation - obvious remote), as well as - proposals for registration in the period up to 11.02.202,  to the Director of the electric power complex and the development of electricity market to the e-mail address: vadim.glynianyi@mev.gov.ua.

The time and place of the meeting will be announced in addition".

    "Міністерство ініціює проведення консультацій з потенційними інвесторами щодо будівництва необхідних для енергосистеми генеруючих потужностей
    Сьогодні в Міненерго проведено нараду під головуванням в.о. Міністра енергетики Юрія Вітренка з керівництвом НКРЕКП та НЕК "Укренерго" - NPC Ukrenergo щодо обговорення найбільш ефективних механізмів залучення інвестицій в будівництво нових генеруючих потужностей, систем накопичення енергії чи управління попитом.
    Серед напрямків, що розглядалися - стимулювання на ринкових умовах шляхом поступового усунення цінових обмежень, ініціювання відповідного конкурсу, а також – будівництво нових потужностей в рамках державно – приватного партнерства.
   Юрій Вітренко наголосив, що ринковий підхід є найбільш природнім і сталим механізмом залучення інвестицій. Водночас, для його успішності необхідно забезпечити приєднання ОЕС України до ENTSO-E.
    Разом з тим, зважаючи на нагальну необхідність оновлення генеруючих потужностей та збільшення частки високоманеврової генерації, до аналізу переваг та ризиків пропонованих шляхів доцільно залучити також і потенційних інвесторів.
  Міненерго ініціює проведення відповідних консультацій та 12.02.2021 запрошує зацікавлених сторін долучитися до обговорення шляхів стимулювання будівництва необхідних для ОЕС України балансуючих потужностей.

      Кандидатури учасників (із зазначенням П.І.Б., посади, форми участі – очна чи дистанційна), а також – пропозиції до обговорення у термін до 11.02.2021 просимо надавати до Директорату електроенергетичного комплексу та розвитку ринку електричної енергії на електронну адресу: vadim.glynianyi@mev.gov.ua.
Про час і місце проведення наради буде повідомлено додатково".
